MINUTES OF MEETING OF

THE BOARD OF DIRECTORS OF

THE RIVER HILLS FOUNDATION, INC

August 28, 2006

 

A meeting of the Board of Directors of the River Hills Foundation was held at the Village Hall in the Village of River Hills on Monday, August 28, 2006, at 4:00 p.m. pursuant to notice given to all directors.  Roll call indicated the presence of President Anne Vogel, Vice President Donald Baumgartner, Treasurer Stacy Terris, Secretary Jill Pelisek and Directors Robert Brunner, Richard Glaisner, and Kristin Severson.  Absent were Julie Koss, Mary Ann LaBahn, Douglas MacNeil, and Liza Perry. Tom Tollaksen, Village Manager and Elaine Schieble, Deputy Clerk were also present.

 

Motion duly made and seconded to approve the minutes of the last meeting which was held on February 1, 2006.  The motion carried unanimously.  Treasurer Stacy Terris presented the financial report summarizing the revenues and expenditures which resulted in a 7/31/06 balance of $69,476.91. Mr. Terris advised the members that the bank has agreed to refund previously deducted service charges and that no further charges will be made. The Board reviewed the report and a motion was duly made and seconded to accept the report as presented.  The motion carried unanimously.

 

Mr. Dick Nelson, Mr. Robert Porsche, and Mrs. Gwen Plunkett, representing the North Shore Library Foundation, requested a grant in the amount of $11,000.00 to fund the purchase of computers for the childrenŐs section of the library.  Information about the number of River Hills residents who use the libraryŐs services was not currently available.

 

Mr. Joseph Lauer, representing the Glendale Senior CitizensŐ Club, presented a request for funding to install an elevator at the Glen Hills Middle School.  The elevator would be used by the seniors to provide access to the areas where they ordinarily meet.  Mr. Lauer was able to provide the names of two River Hills residents who participate in club activities.

 

Village Manager Tom Tollaksen presented a request for funds from the River Hills Police Department for the purchase of a radar trailer at a cost of $8,050.00 and for breast plates to upgrade the protective ability of their body armor at a cost of $780.00.

 

Mr. Tollaksen also requested a grant to extend the previously funded median plantings on Good Hope Road, Green Bay Road, and Brown Deer Road.  Secretary Pelisek noted that some of the previous planting were not faring as well as those of neighboring communities. President Vogel requested a full plan for the project including specific materials and a plan for maintenance. 

 

Mrs. Severson presented a request in the amount of $4,500.00 from Glen Hills Middle School to fund their middle school musical. 

 

The Committee on the Environment requested a grant in the amount of $2,100.00 to publish two mailings alerting residents to various environmental issues that may impact the quality of life in River Hills.

 

 

 

After careful review and consideration, the following actions were taken:

 

Motion was made by Richard Glaisner, Donald Baumgartner second, to allocate $2,100.00 to the Committee on the Environment for at least two publications per the request of Darlene Lochbihler, dated August 28, 2006.  Motion carried unanimously.

 

Motion by Donald Baumgartner, Jill Pelisek second, to allocate up to $1,000.00 from foundation funds for erection of a memorial tree to Norm Paulsen. Motion carried unanimously.

 

Motion by Richard Glaisner, Donald Baumgartner second, to allocate $5,000.00 for a matching grant to the North  Shore Library for computerization of the childrenŐs room. The funds for the matching grant must be raised between August 28, 2006 and March 31, 2007.  If the matching funds are not received, the allocation is to lapse. Motion passed unanimously.

 

Motion by Richard Glaisner, Donald Baumgartner second to allocate $780.00 from Foundation funds for the purchase of breast plates for body armor for River Hills police officers.  Motion carried unanimously.

 

Motion by Donald Baumgartner, Richard Glaisner second to deny the Glendale Senior CitizenŐs Club request.  The request was not viewed as compatible with the mission of the Foundation.  Motion passed unanimously.

 

Motion properly made and seconded to adjourn at 5:40 p.m.  Motion passed unanimously.
